The City of Dover Citizen Self Service Portal is where you search for Dover property tax records online. The portal is available at any time. You can search by one of three fields: Parcel ID, owner name, or street address. Use only one field at a time. Entering data in two fields at once will not work correctly.

Parcel ID search requires the exact format shown on your tax bill. An example parcel ID looks like: ED05-077.05-03-22.00-000. Type it exactly as it appears. For owner name searches, use LAST NAME FIRST NAME format with a space after the last name. For example: Doe John. If you type only the last name, the system will pull all customers with that last name and any similar variations. So typing "Black" may return results for Blackshears and Blackledge as well. For address searches, type the house number and street name. Street directions are abbreviated as N, S, E, or W. Street types use standard abbreviations: AVE, BLVD, CIR, CT, DR, GRN, HWY, PKY, PL, RD, ST, TER, TRL, and TRN.

Once you select a property from the results, additional detail links appear on the left-hand side of the screen. These show the current tax year data along with historical records. Online payment is integrated into the portal, so you can pay your bill there as well.

The City of Dover Citizen Self Service Portal allows residents to search Dover property tax records by parcel ID, owner name, or address, and to view current and historical tax bill data.

Dover and Kent County Tax Records

Dover sits entirely within Kent County. That means property assessment for Dover parcels is handled by the Kent County Levy Court, not the city directly. The Kent County assessment base provides the value that both county and city tax rates are applied to. Dover's city tax is added on top of the county, school district, and other levies. To look up property assessment records that go beyond just the city tax bill, use the Kent County property records system. That tool shows ownership history, sales prices, transfer dates, legal descriptions, and assessment history for every parcel in Kent County.

For deeper deed research, the kcpms.kentcountyde.gov tool provides detailed property data by map, address, owner name, or parcel ID. It is separate from the deeds database but covers taxes, permits, and property characteristics. Both tools are free to use. The Kent County Finance Department also handles distribution of county-level taxes and can be reached at kcfinance@kentcountyde.gov or (302) 744-2300.

The City of Dover official website provides access to city government services, tax ordinances, and links to the Citizen Self Service Portal for property tax accounts.

The city operates under an elected Mayor and City Council structure and has a strong stated commitment to balanced growth and quality of life for all residents.

Dover Property Assessment Process

Dover's City Charter requires property reassessment at least every ten years. The reassessment must be done by a certified independent outside appraiser selected by City Council. This keeps the city's assessment values tied to market conditions over time. The 2002 reassessment, for example, raised total assessed value from approximately $877 million to just over $991 million after new construction was factored in.

Delaware State Law, specifically 22 Delaware Code Section 1105(b), requires municipalities to calculate a "rolled-back" tax rate after any reassessment. This is the rate that would produce the same total tax revenue as the prior fiscal year. Dover set its 2002/2003 rate at $0.685 per hundred of assessed value, which was 13.9 percent above the rolled-back rate of $0.6015 per hundred. Any increase above the rolled-back rate requires public notice and a formal ordinance adoption.

New construction is handled on a quarterly billing cycle. Property taxes on newly constructed projects become effective July 1, 1983, per charter amendments that allow the city to bill quarterly for new builds that are completed after the annual assessment date.

Note: Tax rates can change year to year as the City Council votes on the annual budget. Always verify the current rate with the city before planning a purchase or estimating a tax bill.

Dover Property Tax Appeals

Dover property owners who believe their assessed value is too high can file an appeal with the Assessor's Office. Staff review each appeal and forward appraisal reports to the city's assessment contractors for independent review. After that review, the Tax Appeals Committee holds a public hearing. The Committee makes a final recommendation to City Council. Public hearings are advertised in advance.

An example from public records shows the type of reduction that is possible: Cedar Beach Enterprises Inc., Appeal #2008-012, had an original assessed value of $861,600 reduced to $276,000 on appeal. The land value dropped from $332,500 to $189,900 and the improvement value from $529,100 to $87,100. Not every appeal results in a change, but the process is available to all property owners.

To start an appeal, contact the Assessor's Office through the City of Dover website. You will need your parcel ID and documentation supporting your claimed value, such as a recent appraisal or comparable sales data. Appeals must be filed within the designated window after assessment notices are mailed.

The City of Dover handles assessment appeals through a Tax Appeals Committee that hears cases and makes final recommendations to the City Council, with public hearings advertised before each session.

State-Level Property Tax Resources

Delaware state property tax law is codified in Delaware Code Title 9, Chapter 83. Section 8301 sets fair market value as the assessment standard. Section 8310 governs when assessments must be made available for public inspection. These rules apply to all Delaware counties and flow down to cities like Dover through the county assessment process.

The Delaware Division of Revenue handles state income taxes and realty transfer taxes. Dover has a regional Division of Revenue office at 540 South DuPont Highway, phone (302) 744-1085. This office can answer questions about state-level tax obligations related to property sales and transfers, which are separate from city and county property taxes.
